What WhatsApp actually costs.
In short
You get two bills, from two companies. Meta charges you per message delivered, at a rate set by the message category and the recipient's country. Your software provider charges you separately for the tool. Meta's half is usually the larger one, and no provider sets it.
Checked against Meta's own documentation on
The shape of it
Two bills, not one.
This is the part that confuses everybody, and it is not a quirk of any one provider. Meta sells the delivery. Somebody else sells the software. They are different products with different prices, and a provider that shows you one number has folded the other into it.
Meta
The messages
Charged per message delivered, by category and destination country. Revised up to four times a year, on the first of a quarter. This is normally the bigger number.
The software
The tool you send with
Charged by whoever you use — as a monthly subscription, a per-message fee, per seat, or some combination. This is the only half anybody but Meta sets, and the only half worth comparing.
Meta's half
Four categories, and only some of them cost money.
Meta sorts every message into one of four categories and prices them differently. Getting a message into the cheaper category is the single largest lever on a WhatsApp bill — far larger than which software you chose.
Meta's rates by country-
Marketing
Always charged.
Offers, launches, re-engagement, anything promotional.
-
Utility
Charged, whether or not the 24-hour window is open.
Order updates, appointment reminders, delivery notices — about a transaction the customer already has with you.
Since 1 October 2026. A utility template sent inside the window was free from 1 July 2025 until then.
-
Authentication
Charged outside the window.
One-time passcodes, and nothing else.
-
Service
First 1,000 a month per number free, then the utility rate.
Your own replies to a customer who wrote to you first. Plain messages, not templates.
Since 1 October 2026. Until then every service message was free, for every business, from 1 November 2024.
The rules
What decides your bill.
-
01
You are charged per message, not per conversation.
Meta charges when a template message is delivered. Pricing by conversation was retired on 1 July 2025, so anything still explaining it is out of date.
-
02
The rate depends on the country code you are messaging.
Not where your business is — where the recipient number is. A +91 number is charged India rates whoever sends to it. Unlisted countries fall into a regional rate such as Rest of Asia Pacific, or into Other.
-
03
A customer writing to you opens a 24-hour window.
When a WhatsApp user messages a business, a 24-hour customer service window opens and the business may reply with anything. The window resets every time the customer writes again.
-
04
Replies are free only up to 1,000 a month.
Since 1 October 2026 Meta charges for service messages — a business replying inside the 24-hour window — at the utility rate for that market, after 1,000 free per business phone number per month. The allowance resets monthly and does not roll over.
-
05
Undelivered is unbilled.
The charge attaches to delivery. A dead number, a phone that never comes back online, or somebody who blocked you: no delivery, no cost.
-
06
Utility and authentication rates fall with volume.
Meta applies volume tiers per market and category, counted across a whole business portfolio and reset monthly. Only charged messages count toward a tier. Marketing has no tiers.
-
07
An ad click buys 72 free hours.
If someone reaches you through a Click-to-WhatsApp ad or a Facebook Page button and you answer within 24 hours, every message either way is free for 72 hours, templates included. Android and iPhone apps only.
-
08
Prices move on the first of a quarter, never between.
Meta may revise rates only on 1 January, 1 April, 1 July or 1 October. A rate change gets a month’s notice; a change to how pricing works gets three to six.
What changed
1 October 2026
Two things that used to be free now cost money
If your WhatsApp is mostly people writing to you and your team writing back, your Meta bill used to be zero and may not be any more. Count the replies you send per number in a month: under a thousand, nothing changed.
Whether it costs you anything-
Replying to a customer is no longer always free
Service messages — your replies inside the 24-hour window — are now charged at the utility rate for that market. Every business phone number gets 1,000 free a month; charging starts at the 1,001st, and the allowance does not roll over.
-
Utility templates inside the window are charged
An order confirmation sent while the customer service window is open was free from 1 July 2025. Since 1 October 2026 it is charged like any other utility message.
India
If you are sending to Indian numbers.
India is priced on its own rather than as part of a region, so a message to a
+91
number is charged at India's rate whoever sends it. Rates here have moved twice
this year:
- Higher marketing rate.
- Higher authentication-international rate.
Worth checking
Your account may need moving to rupee billing.
Meta now bills Indian businesses in rupees rather than dollars. Accounts created before the switch have to be moved to INR billing by 31 December 2026 — from 1 January 2027 Meta stops delivering messages for accounts that have not been. Your provider should be handling this. Ask them whether your account is on INR yet.
Deadline 31 December 2026.
The software half
How to read a provider's price list.
Every provider prices the software differently, and most of them also decide whether you can see Meta's half at all. Three questions separate them.
How the main Indian providers compare-
Who bills you for the messages?
If Meta bills you directly, you can open Meta Business Suite and read what you were charged, itemised by category. If the provider bills you, there is no Meta invoice in your name and the message price is a number they chose.
-
Does the message price change with the software plan?
Meta charges one rate for a marketing message to an Indian number and does not discount it for being on somebody’s Advanced plan. A provider publishing different per-message prices against different subscription tiers is showing you its own margin moving, which is worth knowing and is not hidden — it is on their pricing page.
-
Is there a fee before you have sent anything?
A monthly subscription is owed in the months you do not send. For a business that broadcasts around a sale or a season rather than evenly, that is the difference between a small bill and a standing one.
Ours
And this is our half, for completeness.
We are a Tech Provider, so Meta bills you directly on your own card and we never touch that transaction — which means we could not mark it up if we wanted to. What we charge is a prepaid platform fee per message delivered, with no subscription, no per-seat charge and no minimum.
| Tier | Top up | Per message |
|---|---|---|
| Standard | Any balance | ₹0.10 |
| Growth | ₹2,000+ | ₹0.08 |
| Business | ₹5,000+ | ₹0.065 |
| Scale | ₹10,000+ | ₹0.05 |
Our fee only. Meta's charge for the message is separate and goes to Meta.
Questions
What people ask before they budget.
How much does the WhatsApp Business API cost?
There is no single price. Since 1 July 2025 Meta charges per message delivered, at a rate set by the category — marketing, utility or authentication — and by the country of the recipient’s number. The software you send with charges its own fee on top. Meta revises its rate card up to four times a year.
Is the WhatsApp Business API free?
No, but a lot of it is. Messages a customer sends you are always free. Your replies inside the 24-hour customer service window are free up to 1,000 a month per business phone number, and charged after that since 1 October 2026. Marketing messages are always charged, with no free allowance.
Why am I being billed twice for WhatsApp?
Because two companies are selling you two different things: Meta delivers the messages, your provider supplies the tool you send them with. Some providers merge both into one invoice by buying messages from Meta and reselling them, which makes the bill simpler and the message price theirs rather than Meta’s.
Does WhatsApp charge per message or per conversation?
Per message, since 1 July 2025. The older conversation-based model billed a 24-hour window as one unit whatever you sent inside it, and was retired on that date. Any page still explaining conversation pricing is out of date.
Are WhatsApp marketing messages cheaper in bulk?
Not from Meta. Volume tiers apply to utility and authentication messages, where the rate falls as monthly volume rises. Marketing has no tiers and is charged at one rate however many you send. A provider may discount its own software fee, which is a separate thing.
What changed on 1 October 2026?
Meta began charging for service messages — a business replying inside the 24-hour window — at the utility rate, after 1,000 free per business phone number per month. Utility templates sent inside an open window, free from 1 July 2025, became chargeable too. Both apply to every provider.
