Two things decide it
Category, and consent.
Every template has a category, and Meta decides it. Utility is about something the customer already has with you — an order, a booking, a payment — and nothing else. Marketing is everything promotional, and also greetings: a Diwali or birthday wish with no offer in it is still Marketing. Authentication is one-time passcodes. Meta charges a different rate for each, and re-reads your choice rather than trusting it. Why templates get rejected.
A template only goes to people who agreed to hear from you. Messages nobody asked for get blocked and reported, and those reports lower the quality of your templates and your number until Meta pauses them. How opt-in works.
What each category costs is Meta’s price, billed to you directly, and it is on the WhatsApp pricing page.
