A birthday message is the one marketing message people are glad to get, if it sounds like it came from someone who knows them. These are short, use the name properly, and leave out anyone whose name you do not have rather than greeting them as “Customer”.

Yes, with the WhatsApp Business Platform. Store each customer’s birthday, then send an approved Marketing template each morning to the people whose birthday it is. In talkv that is a broadcast to a birthday filter, scheduled daily.
No. A birthday wish is a Marketing template, and Meta charges for each one delivered, at its rate for the recipient’s country, billed to you directly. Software providers usually add their own fee on top. Nothing is charged for a message that is not delivered.
Leave them out of the birthday send, or write the template so it does not need a name. A blank or “Dear Customer” in a birthday message is worse than no message.
